Regional Planning Director Chad Nabity tells City Council members about TIF financed housing subdivisions at a March 19 City Council study session, (Carol Bryant, Central Nebraska Today)
GRAND ISLAND — Regional Planning Director Chad Nabity gave an update on TIF-related housing projects and other housing projects at the City Council study session March 19.
“The city of Grand Island has used Tax Increment Financing (TIF) to support housing projects for more than 30 years,” Nabity wrote in a memo to the City Council. Since 2019 the city has approved more than 2,175 units for the use of TIF. Of that number, 1,326 are multifamily units (353 of those specifically marked for seniors over age 55) along with 849 single family detached, single family attached townhomes or row houses, and duplexes.
The city has issued 986 permits for new housing between January 2019 and December 2023.
Nabity showed the council a website with a map of Grand Island, with housing subdivisions marked on the map. With the interactive map, information about each subdivision could be displayed.
The subdivisions are:
*Highland North Development. TIF financing: $14,590,251. 141 housing units. Expected completion date: December 2032. Developer: Amos Anson. Location: Nebraska Highway 2 and Independence.
*Copper Creek Development. TIF financing $17,955,472. Number of housing units: 535 (Phase 1), 208 (Phase 2), 226 (Phase 3). Expected completion date: December 2030. Developer: The Guarantee Group, Sean O’Connor. Location: Old Potash Highway and Engleman.
*The Orchard Subdivision. TIF financing: $6,326,956. 181 housing units. Expected completion date: December 2027. Developer: Orchard, LLC. Hoppe Homes, Fred Hoppe. Location: Peach and 14th Street.
*Trinity Heights Subdivision. TIF financing, $1,767,409. 70 housing units. Expected completion date: December 2030. Developer: Mesner Development Co., Clifford Mesner. Location: State Street and Cleburn.
*Nikodym Subdivision. TIF financing, $5,800,000. 48 lots for duplex and single family dwellings. Expected completion date: December 2032. Developer: JNIK, John Nikodym. Location: Cherry and Bismark Streets.
*McCoy Meadows Subdivision: Did not use TIF. 44 duplexes (88 units), 4 single-family detached dwellings. Expected completion date: mostly completed. Developer, Dana Point Development Corp., Matthew Thomas. Location: State Street and Ebony.
*Ellington Pointe Subdivision: Did not use TIF. 40 lots (single-family dwelling units and duplexes), Expected completion date; not available. Developer: Perseverance LLC, Trent Huff. Location: 13th Street and North Road.
*Paramount LLC Development: Montana Ave. TIF financing, $263,200. Number of housing units: 6. Expected completion date: Completed. Developer; Paramount Development. Location: Montana and Idaho streets.
*Crane Valley Development Subdivision: TIF financing, $2,967,963. Expected completion date: December 2024. Developer: Concord Investments, Lawrence Bird. Location: Claude Road and 13th Street.
*Millenial Estates Subdivision. TIF financing: $5,650,000. Number of housing units: 120. Expected completion date: December 20332. Developer: Starostka Group Unlimited, Jordan Starostka. Location: 13th Street and Sagewood.
*Fifth Street Subdivision. TIF financing: $1,165,090. Expected completion date: completed. Developer: Starostka Contracting. Location: 5th Street between Willow and Congdon.
*Paramount Development (not a subdivision): TIF financing, $112,380. Five housing units. Expected completion date: completed. Developer; Paramount Development. Location: 824 E. 9th St.
*Legacy 34 Prairieview Subdivision. TIF financing, $31,143,489. 327 units. Expected completion date: December 2032. Developer: Innate Development, Scott Rief. Location: Prairieview Street and Husker Highway.
