PALMER The Howard County Sheriff’s Office is investigating a fatal accident that was reported around 10 a.m. on July 18, 2025.
It occurred about four miles southwest of Palmer as a vehicle was traveling eastbound on a rural road. The driver lost control and rolled the vehicle, causing him to be ejected. He was pronounced deceased a short time later at the Howard County Medical Center.
The Nebraska Office of Highway Safety listed the identity of the victim as Richard Clouse II. Clouse was 28 and resident of Palmer.
Sheriff Mike Hoff says seatbelts were not in use with speed and alcohol as possible contributing factors.
