HASTINGS — Budget billing customers will pay for the utilities they use during the month of October before resuming the budget billing format in November.
This will allow the updated system to be established before the new 12-month budget billing cycle takes effect. October is a good month for such a change because there typically less utility consumption compared to other times of the year.
This change is needed to allow for the dividend fee – which is replacing the PILOT (Payment in Lieu of Taxes) that the utility department has paid for many years to the City of Hastings and will provide more transparency on statements – to be included in the billing process.
Going forward, customers will no longer pay for 12 months of utility usage in 11 months because there will no longer be a reconciliation month. September was previously the reconciliation month. The amount budget billing customers pay each month will be updated each October based on the previous 12 months of usage.
