KEARNEY — The Kearney Planning Commission approve multiple actions related to the Saadi First Addition near 39th St. and Antelope Ave. that would allow for commercial and residential lots.

Craig Bennett with Miller & Associates appeared on behalf of the applicant Camil Saadi with WinStar Enterprise, LLC.

The actions considered by the planning commission included a future land use map amendment, rezonings, preliminary plat, final plat and annexation located at the northwest corner of 39th St. and Antelope Ave.

The property is located within the two-mile extra territorial jurisdiction and located adjacent to the City of Kearney limits. The land is currently undeveloped.

The addition would have an Adams Avenue running north and south through the property, while a 41st, possible 43rd and 45 St. would run east and west through the area.

South of 41st St. and north of 39th St. there would be three commercial lots in the southeast corner. North of 41st St. and south of the possible 43rd St. would be 14 residential lots.

North of the possible 43rd St. and south of 45th St. there would be 14 additional residential lots and two commercial lots. North of 45 St. there will be a cul-de-sac surrounded by 10 residential lots and one commercial lot would be on the east side.

Bennet said depending on future development, 43rd St. may or may not be required to go through the property, but 41st and 45th will be required.

There will be a first phase of development that will include as far north as the possible 43rd St. and this is included in the final plat. The preliminary plat includes the entire addition.

Bennett said the strip of land is 39 total acres and there would be 21 acres under consideration for annexation.

The future land use amendments would change 13 acres to Medium Density Residential, MDR.

Rezoning would including various changes from AG District to C2, which allows for some residential uses, many civic, office and commercial uses and limited industrial uses, C3 and R-2 which allows for single-family residential uses, duplexes, townhomes and civic uses including bed and breakfasts.

The preliminary plat for Saadi First contains 36.14 acres to be divided into 48-lots.

“This addition will be developed in two phases. The final plat for Saadi First contains 17.82 acres to be divided into 21-lots as phase one of the development. The residential lots (Block 2, Lots 1-7, and Block 1, Lots 1-7) range in size from 10,800 square feet to 12,164 square feet. The remaining commercial lots range in size from 31,038 square feet to 108,795 square feet,” according to the City of Kearney.

The area to be annexed is 21 acres and is contiguous to the corporate limits and can be serviced with public infrastructure.

City staff recommends approval of the FLU amendments, rezonings, preliminary plat, final plat, and
Annexation.

The planning commission gave their approval to all of the items and they will be considered by the Kearney City Council at a future meeting.
