GRAND ISLAND — An investigation into a hit and run incident would lead to the arrest of a subject for driving under the influence and cocaine possession during the evening of Saturday, Aug. 17.

At 9:06 a.m., officers with the Grand Island Police Department responded to 2222 Bellwood Dr. in reference to a hit and run property damage incident.

Arriving on scene, officers found that a parked Toyota Rav 4 had been struck and forced onto the curb by the force of the impact. A vehicle bumper was found next to the Toyota.

Witnesses in the area reported that a grey colored four door sedan had hit the Toyota and then fled the scene without making any attempt to contact the owner or law enforcement.

The vehicle connected to the hit and run was identified and the last known owner reported they had sold the vehicle to Francisco Alvaro. A records check showed that Alvaro had a permit only.

Officers located Alvaro’s vehicle as it backed out of a driveway on W. 9th St. A traffic stop would be conducted, and Alvaro was found to be the sole occupant of the vehicle.

Alvaro said he had owned the vehicle for around two months and was unable to provide a valid registration or proof of insurance.

Officers said they asked Alvaro about the hit and run incident, which he would initially deny involvement. However, he would later admit to the accident outside of Bellwood Dr., per the GIPD.

During the traffic stop, officers noted the odor of alcohol coming from Alvaro’s person. A sobriety test was conducted, and Alvaro showed signs of impairment and submitted a failing preliminary breath test.

During the search of Alvaro’s person, a white powdered substance was found inside a small Ziploc bag and within a five-dollar bill. The substance was later confirmed to be cocaine by testing.

Alvaro was arrested for driving under the influence – alcohol, first offense; possession of a controlled substance – cocaine; no proof of insurance; minor in consumption; no valid registration; leaving the scene of property damage accident and no operator’s license.

He was later booked into the Hall County Department of Corrections.
