GRAND ISLAND — The City of Grand Island Public Works Department is announcing the closure of the South Locust Street from Oklahoma Avenue to Charles Street starting Wednesday, April 8.

This closure will include the South Locust Street and the Anna Street/Bismark Road intersection. South Locust Street detour routes will be maintained on Oklahoma Avenue, Eddy Street and Highway 30 (1st Street & 2nd Street). The Anna Street/Bismark Road detour will be maintained on Pine Street, Oklahoma Avenue & Eddy Street.

This phase of South Locust Street is anticipated to be complete and open to traffic by September 1. The project includes new construction from Fonner Park Road to Koenig Street and will involve replacing the existing asphalt street with a concrete curb and gutter roadway section along with sidewalks/bike trail, storm sewer, water main, sanitary sewer repairs, roadway lighting and associated pavement markings and signage.

A roundabout will also be constructed at the South Locust Street and Anna Street/Bismark Road intersection. The South Locust Street project is entering its second construction season in 2026. During the first phase of construction in 2025, South Locust Street reconstruction from Fonner Park Drive to Delaware Avenue was completed. Reconstruction from Delaware Avenue to Koenig Street is now set for 2026.

On February 11, 2025, the Grand Island City Council awarded the South Locust Street construction contract to Elsbury Construction, LLC of Grand Island, Nebraska for $9,044,222.01.
